We the students, faculty, and staff of the University of Rochester of hereby establish the Society of Undergraduate Mathematics Students of the University of Rochester and enact this constitution for its government. Failure to follow this constitution could result in revocation of Students’ Association recognition of this group.

Article I. Purpose of organization

• Promote the general interest in mathematics.
• Improve sense of community among undergraduates interested in mathematics.
• Sponsor events to support these goals.

Article II. Meetings

Section A. A meeting is valid if a quorum, plus one officer, is present.

Section B. A quorum for SUMS meetings consists of 7 student members.

Section C. The president will preside if present, if not the presiding power goes to the Secretary, Business Manager, Director of Public Relations and Director of Events in that order.

Article III. Membership and Voting

Section A. Membership

1. Eligibility - All students, faculty and staff are eligible for group membership.
1. Definition of a member - SUMS is open to all university members interested in mathematics. To maintain active membership must register with the group and must participate in at least one of the sponsored activities during each semester.

Section B. Voting

1. Voting on any issue is official only if the meeting is valid.
2. Only registered members can vote. Each member has one vote on a given issue.
1. For all issues except elections, the issue will be stated and the presiding officer will tally the votes. A secret ballot may be requested by any member. Issues will be decided by majority vote.
2. Voting for the election of officers is prescribed in Article 1V Section C.

Article IV. Officers and Qualifications

Section A. The SUMS officers are President

Section B. Duties and Officers

1. All officers must be members of the Students’ Association.
2. All officers shall promote active recruitment of new members.
3. The president will be responsible for maintaining a current copy of this constitution open to inspection by all members of this group, Senators, and all members of the Students’ Association.
4. All officers must enforce SUMS constitution.
5. All officers are responsible for knowing the sections of the Students’ Association constitution and by-laws that apply to SUMS.
6. The Secretary shall be responsible for keeping an accurate list of the group members to be presented for inspection upon request of any group member, or member of the Students’ Association.
7. The president, if present, will preside over meetings.
8. The Secretary will take minutes and attendance.
9. The Business Manager is responsible for finances.

Section C. Nominations and Election

1. Nominations and elections procedures -

• Nominees must be eligible for SUMS membership in the following year.
• Nominations may be made before the election meeting.
• Elections must take place at a valid meeting. Only members present can vote.
• Elections will be decided by secret ballot. A simple majority is required to be elected. If there is no simple majority a run off election will be held.

1. SUMS elections will take place in the month of April.
2. Each term of office will be for one year beginning in the following academic year.

Section D. Vacancies and Resignations

1. At the official meeting following a vacancy of an office, the position is to be filled in accordance with the specification listed in the constitution of each group.
2. If an office become vacant during the academic year, an election meeting will be held to fill the vacancy for the remainder of the term of office by following the procedures in Section C.
3. If a vote of no confidence on any officer is to take place, it must be given an official meeting’s notice. Any member of a group can call for no confidence.
4. A vote of no confidence shall be defined as a 2/3 affirmative vote.
5. An office is declared vacant by a vote of no confidence.

Section E. Provisions of Advisors

A faculty advisor for SUMS will be chosen jointly by the president of SUMS and the chairman of the mathematics department.

Article V. Finances

Section A. Students’ Association members shall receive priority at SA funded events conducted by this group.

Section B. SUMS will use SA funding to support outside speakers and to publicize official events.

Article VI. Amendments

Section A. Adoption and ratification of amendments to this constitution shall follow the same procedure as adoption of the entire constitution.

Article VII. Adoption of the Constitution

Section A. Two-thirds of the membership must approve the constitution.

Section B. This constitution will be ratified upon approval of the Senate and the signature of the Speaker.

Section C. This constitution should not conflict with the Students’ Association

constitution or by-laws.

Article VIII By-laws

Section A. By-laws can be adopted at any valid SUMS meeting.

Section B. At least a majority of the membership must approve the by-laws.

Section C. By-laws should not conflict with this constitution or the Senate constitution or by-laws.

Article IX. Hazing Policy

The harassment of one individual by another individual or group is not permitted by SUMS. Behavior prohibited under this rule includes actions threatening substantial risk of physical or mental injury; actions exposing the individual to distressing, repulsive, or alarming situations or sensations; forced consumption of alcohol or drugs; actions in the form of social pressure which might cause harm to an individual.

The University of Rochester SUMS Club does not discriminate against any individual or group of individuals on the basis of race, color, sex, sexual orientation, national or ethnic origin, age, handicap, or religious, political, ideological views or affiliation.
